    visit the site, http://www.hrdbarc.gov.in/, online application has now finished april 21, any way try next year.
    apply for OCES 2010, you would have to write a written test in Trivandrum, if you are selected they will send you a detailed mail through post. attend interview on the date prescribed at BARC, Mumbai.. perform your best in interview (good idea about CM,QM, electronics, ... eg. Harmonic oscillator, thevennin theorem..)
